My heart goes out to all the grandparents who must watch silently while their grandchildren are being abused and neglected.
Last year DCS decided after the father filed another complaint that the Mother wasn't fit to be with the baby alone and must have supervison to be with the child at all. The father decided to take the mother back and DSC did nothing to stop him. Although the Mom is known to abuse drugs and didn't pass previous drug tests, now that she is back at home with the dad, and with the infant, the mother has refuses to take any more drug tests, DSC did nothing to enforce their own rules. In July she left the baby in a car alone with no air conditioning, windows closed in 90+ weather and although an open case was still open and more complaints were lodged against her, DCS did nothing still. The Mother admitted to leaving the baby in the hot car and they did nothing about it. Every single relative who complained to them has now been kept from seeing the children by his drug addicted Mother and children's services has done nothing to stop her or even enforce their own rules or testing for drugs. Now there is no one to look in on them, and my granddaughter was on line claiming to be 17 and getting the wrong kind of attention by adult men and she is only just 11. I tried to tell her dad, he ignored me, DSC did nothing when I told them about this and showed them proof. Do these kids have to be actually dead before anything is done? It's not as if they don't have another safer home to be in. Must I sit and watch them die while the Mother asks me for "Pain pills or anything I can give her", I give her nothing, but she will still get high one way or the other and crash her car again, and refuse their drug tests and they will do nothing to make her take drug tests or save those kids. Must the Mother have another car accident or get busted again for drugs? My heart is broken as I wait to hear the next tragedy. Why is it this way? Why must babies die while the parents nor DSC are ever charged with neglecting the babies or the kids? In a state that gives grandparents rights to see them, it does no good if we can't afford 10K for a lawyer to enforce this, even if these kids are under investigation. My heart goes out to all the grandmothers, who like me have watched and prayed for their grandchildren to survive their parents while DSC does nothing.

The 3-year-old was returned to his mother's care despite having bruises.
ELK CITY (AP) — The foster parent of a 3-year-old boy who was fatally beaten said she tried to persuade a judge and the Department of Human Services not to return the child to his mother.
Danna Paulino said she complained to the state agency after Ryan Weeks would return from his mother's home with bruises on him.
"I begged and pleaded and boohooed," she told The Oklahoman.
Ryan died Tuesday, just days shy of his fourth birthday on Sunday.
Beckham County prosecutors have charged Rocky Allen Moore, 22, with first-degree murder in the boy's death. Paulino said Moore is the boyfriend of Ryan's mother, Trinity Anderson.
The state medical examiner determined Ryan died from blunt force trauma to the head and ruled his death a homicide.
According to a police affidavit, Ryan had a "large abrasive bruise on his back" and other bruises on his face, head, back, chest, legs, arms and at the base of his penis. Ryan died at OU Medical Center in Oklahoma City.
A juvenile witness told an Oklahoma State Bureau of Investigation officer he watched Moore slam Ryan against the wall and onto the floor, according to the police affidavit used to support Moore's arrest. The witness demonstrated how Ryan was abused using a doll, the affidavit states.
Moore, who is being held without bail in the Beckham County jail, told a police officer a different story.
Moore said Ryan "was throwing up and fell down several times and hit his head on the bath tub and on the corner of the wall," the affidavit states. He attributed the scrape on the boy's back to Ryan sliding down a dresser after Moore had placed him on the dresser to pull up his underwear.
Paulino said she warned DHS workers and Beckham County Associate District Judge Floyd Douglas Haught months ago that Ryan and both of the boy's half-siblings would be in danger if they were sent home.
She said she had custody of the three children from Sept. 12, 2007, through Aug. 1 and was concerned because the two boys would return from home visits with bruises.
Paulino said she showed the judge and DHS workers photographs of Ryan and a 5-year-old half brother that revealed they had hand prints on their buttocks and legs.
She said the DHS case worker claimed the kids were lying, and the judge ordered them sent home, saying he had to follow state policy and "I hope I don't regret this."
Haught said he couldn't discuss the case.
"I'm not free under Oklahoma law to make any comments at this point," Haught told The Oklahoman.
Lois Huddlestone, a former DHS child adoption worker, said Paulino repeatedly called her seeking help in getting DHS officials to listen, because Huddlestone had helped Paulino and her husband adopt three other children.
Huddlestone said she called the case worker and the worker's supervisor several times to warn them. She said they thanked her for her concern and said they would investigate.
"They really checked into it and they really did listen because we're burying a 3-year-old," Huddlestone said.

Carson James Hanson, age 3, of Newark, died unexpectedly on Saturday, June 21, 2008 at his residence. Carson was born on January 2, 2005, in Findlay, Ohio. He is survived by his mother Heather (Corey) Flugga of Newark, father Austin Hanson, brother Hunter Flugga, maternal grandparents Mike (Marilyn) Cosart of Findlay and Cindy (Randy) Griner of Indianapolis, paternal grandmother Jane Custard of Dunkirk, grandparents Renee (Terry) Houtz of Dunkirk, great-grandfather, Richard (Linda) Custard, of Findlay, great-grandparents Thelma Yoder, Phyllis Vucco and Sharon Pauline all of Findlay. Carson is also survived by great-great-grandparents Alverda Dunson of Findlay and Hazel Hudson of Kenton and numerous aunts, uncles and cousins. He loved spending time with his favorite person, his mother. He loved Spiderman and riding his John Deere tractor. Carson also loved having his cousins around and loved to swim and have his picture taken. update 9th Jul 2008 carsonsauntie from ohio relation: aunt NEWARK -- Shelly Custard, the great-aunt of a 3-year-old who died June 21, breathed a sigh of relief when she learned Corey Flugga's $1 million bond in his stepson's murder case had not been adjusted during a Tuesday hearing.
'Thank God,' she said during a phone conversation from Findlay.
Indicted Monday, Flugga, 22, was led into the Licking County Justice Center's courtroom in leg irons and handcuffs and offered no argument for a reduction of his bond. It was continued as requested by the prosecution.
He is accused of punching his stepson, 3-year-old Carson Hanson, in the stomach at the family's 209 Laverne Road apartment June 21. According to Licking County Deputy Coroner Dr. Jeff Lee, the blow caused internal hemorrhaging and led to the child's death, likely within two hours.
Common Pleas Magistrate Mattie Klein read the indictment, which is two counts of murder, when Flugga indicated he did not understand it.
Two charges of murder were filed to cover Flugga's range of intent, whether he intended to cause serious physical harm to the boy or recklessly mortally injured him, Licking County Prosecutor Ken Oswalt said.
The filing of two murder charges is standard for cases where there were no live witnesses to the incident and has nothing to do with unconfirmed reports of Flugga, an Iraq War veteran and Purple Heart recipient, having post-traumatic stress disorder, Oswalt said Monday.
Custard, who is the aunt of the child's father, Austin Hanson, of Dunkirk, said the family believes talk of Flugga's possible PTSD is conveniently timed.
'That's what we're all thinking,' she said. 'That he's going to use that as a plea bargain thing. I know others who have served and come back, and they ain't never done nothing like that.'
The family has not been dealing with the loss of Austin's son well, most especially the father, she said.
'We had to take him by ambulance out of the funeral home ... he had a nervous breakdown,' Custard said.
Flugga, who did not have an attorney present at the bond hearing, will be arraigned Monday morning in the same courtroom.
He was arrested June 23 in his native Findlay by Newark police detectives.
Man facing two murder charges Body: NEWARK -- A former Findlay man has been indicted in Licking County on two counts of murder, in connection with the June 21 death of his 3-year-old stepson.
A grand jury returned the charges Monday against Corey S. Flugga, 22, of Newark.
Both charges are considered unclassified felonies.
One count alleges that Flugga caused the death of Carson Hanson as a result of committing felonious assault, while the other alleges he caused the death as a result of endangering children.
Flugga can't be convicted of both charges. Jurors would have to decide which of the two charges, if either, is appropriate, based on the evidence.
A conviction on either charge carries a 15-year-to-life prison term.
Flugga was taken into custody in Findlay last month following an investigation of the homicide. He has been held since his arrest in the Licking County Justice Center, where he is scheduled to be arraigned at 8:30 a.m. today.
His bond is currently set at $1 million.
The boy died at Licking Memorial Hospital shortly after Flugga called 911. Flugga said he found the child unconscious in a bathroom of their Newark home.
During the 911 call, Flugga was apparently attempting to resuscitate the child while a neighbor talked to a police dispatcher.
Doctors at the hospital later found bruising on the boy, and Licking County Deputy Coroner Dr. Jeff Lee said an autopsy revealed injuries to the child's stomach that would indicate he had been punched.
Authorities have said Flugga was the only one at home and was watching the 3-year-old and a younger child, while the children's mother, Heather Flugga, was at work.
Corey Flugga was arrested June 23 in Findlay, where he and his wife had come to make funeral arrangements for the child.
Friends of Corey Flugga have said he served in the U.S. Army until he suffered a head injury during a Humvee accident in Iraq in 2006, and said he may suffer from post-traumatic stress disorder.
Post-traumatic stress disorder is an anxiety disorder that can develop after exposure to a terrifying event or ordeal in which grave physical harm occurred or was threatened.
Traumatic events that can trigger the stress disorder include violent personal assaults, natural or human-caused disasters, accidents, or military combat, according to the National Institute of Mental Health's Web site.
The Fluggas had lived in Findlay until moving to Newark in February.

If we could just get rid of CPS and just have Foster Agencies to receive the children that would be great! Less Children would die. CPS enjoys washing their hands and return the children to have them murdered by their abusers. Sure every case is different, but more and more children are dieing because of the over worked, exhausted CPS workers that just want to close a case. I understand how much paperwork is involved and when a child enters foster case its more paperwork; and then when a child gets adopted its even more paperwork - CPS just don't want to do it. New York mother accused of drowning her three children in the bathtub
GARDEN CITY, N.Y. - A social services agency, the police department and the courts had been involved. And so had schools, day-care providers and nonprofit agencies.
And despite all those people who tried to help her, Leatrice Brewer now stands accused of drowning her three young children in the bathtub of her tiny apartment one week ago. The 27-year-old woman is facing murder charges.
"I don't think we'll ever know whether or not we could have prevented this," said Nassau County Executive Tom Suozzi, saying that Brewer had "literally dozens and dozens and dozens" of contacts with people who tried to help her.
"We have to remember that this was a crime that was committed by an individual that apparently has some very serious mental health issues that are unpredictable," Suozzi said.
A funeral service was held Saturday for 6-year-old Jewell Ward, and her half brothers, Michael Demesyeux, 5, and Innocent Demesyeux, 18 months. Their bodies were carried into the chapel in a single casket.
Brewer remains in a hospital jail ward as she recovers from injuries she got when she jumped out a second-story window after calling 911 to report the killings.
The impoverished working-class community in Nassau County was devastated, said the Rev. Dr. William A. Watson, Jr., pastor of St. John's Baptist Church in Westbury, where the funeral was held.
"There is a sense of loss as opposed to anything else. Children have a way of touching your heart," he said earlier.
The clergyman said he intended to support Brewer. "We're not here to justify or judge. We are here to see if we can help. We are in the business of redemption," Watson said.
Mother no stranger to agencies Only two days before the children's deaths on Feb. 24, case workers had gone to Brewer's home to investigate a report the youngsters might be in imminent danger from their mother.
They found no one home that Friday, and in an apparent bureaucratic slip-up a supervisor scheduled case workers to go back on Sunday, rather than the next day.
The supervisor, Eddie Arrendondo, has been suspended without pay as the county reviews more than 1,000 pending child welfare cases. The supervisor, who had 19 years on the job, is fighting the open-ended suspension through arbitration.
"We don't know what would have been found on Friday or Saturday," said Mary Curtis, a deputy county executive for health and human services. "I can't tell you what would have happened."
Public agencies had been aware of Brewer long before last weekend.
The county Child Protective Services agency had investigated 10 cases involving her in the past five years, three of which required follow-up. Brewer had been arrested seven times for various offenses since 2000 and had been referred to substance-abuse classes and parenting classes, as well as nonprofit assistance agencies, officials said.
However, whenever case workers investigated, they never determined that the situation required the children to be removed from the home. "The children seemed well cared for," Curtis said. They were clothed and fed, were going to school, and "the apartment was well taken care of," she said.
One time Brewer was found sleeping in her car once while the children were on a nearby playground, and another time she left them alone in the apartment to do laundry, officials said.
Brewer is due in court on Friday. Her court-appointed attorney did not immediately return a call seeking comment.
'Tragic irony' Nearly 1,500 children died from abuse or neglect in 2005, more than a fourth of them at the hands of their mothers, according to a federal government study.
Santa Clara University law professor Michelle Oberman, co-author of "Mothers Who Kill Their Children: Understanding the Acts of Moms From Susan Smith to the Prom Mom," said Brewer may have snapped under the pressure of raising her children as a single mother, dealing with disgruntled fathers and other disputes.
The father of the two boys, Innocent Desmesyeux, had a Family Court hearing scheduled with Brewer on the Monday after the killings to discuss a visitation schedule with his sons.
"The inclination is to say she's just evil," said Oberman, a defense witness for Andrea Yates, the Texas mother who in 2001 methodically drowned her five children in a bathtub.
"But this was a mom who was in over her head," she said of Brewer. "The most important thing in her life was her children; you'll hear that from any mother on any playground anywhere. Yet in this instance, she was sinking.
"The tragic irony is that at some deep level, this is about love and desperation. The cruel irony is she probably did love her children."

As she prepares to deploy with the 45th Infantry Brigade to fight for her country, El Reno resident Ella Akeen, 20, is trying to find the pieces to her broken heart.
Akeen wiped away a tear as she talked about the events leading up to the Sept. 22 death of her 7-month-old daughter, Rileigh Akeen.
“I’m in the National Guard, and I had to go on a short training mission to Camp Gruber,” Akeen said. “I left on Sept. 16 and when I got back my baby was gone.”
Many mysteries have surrounded the events leading up to Rileigh Akeen’s death that have her mother desperately looking for answers that could bring justice to her daughter’s unexplained death, she said.
“I just want justice for my baby before I have to go to Iraq,” she said.
Akeen said she was suppored to report for duty Friday, but her commanding officers are trying to make arrangements for her to stay in El Reno to serve. At this point, she said she is not sure of where she will be stationed.
Akeen said she joined the National Guard so she could build a better life for her and her daughter. Now she is going as a tool to cope with her loss.
Akeen said she is still trying to figure out what happened while she was training at Camp Gruber in eastern Oklahoma. During that time, a friend had agreed to care for the child until she returned.
As she trained through the following week, Akeen said she talked to her friend nearly every night and everything seemed to be going fine until Friday, Sept. 21. On that day, she was told her child had fallen and hurt her head. Family members who saw the child later told Akeen the bruises were “bad.”
The next day Akeen began receiving calls from her friend about 2 p.m. but was unable to return the call due to training until 3:45 p.m. She was told her child had stopped breathing.
“That’s when my phone cut out,” she said. “My first sergeant and I kept trying to get hold of her. I didn’t know what to do. Finally he called the hospital and they told him the news. I left immediately and arrived back here at 6 p.m.”
When she arrived, Akeen said members of her family were the only people at her house and she was still trying to figure out what was going on.
“Apparently when my family was at the hospital, they (the police) came out and told them they were ruling it a homicide,” Akeen said. “I thought it was an accident. Now, I don’t know what to do. I call the police every day. I’ve talked to the district attorney’s office, and they keep telling my they are waiting on paperwork.”
The medical examiner told Akeen that Rileigh had three separate head injuries and died from a subdural hematoma, bleeding in the brain.
“I would like to see someone arrested before I leave,” Akeen said. “I am not going to let this go. I want to see justice for my baby.”
El Reno Police Chief Fred Savage said they have turned in all of their paperwork on the case and are waiting to hear from the district attorney.
“We have finished up our part and have presented our findings to the district attorney,” Savage said. They presented the case last month, he said, and have submitted followup information the district attorney’s office has requiested as well.
Paul Hesse, assistant district attorney for Canadian County, said he is still waiting for more information before he can decide whether he will file charges in the death.

I am a foster mom, and the ONLY mom Zander ever REALLY knew. On April 1st 2007, Zander , his sister and brother were returned to their birth farther who brutally murdered 2 1/2 year old baby Zander, on July 10th, 2007. My life will never be the same again and the pain will never leave my heart. I grieve for all three children, as Zander is lost to us by death, and the other two returned to the system. Zander and his sister were with us for 27 months and the baby came at 10 days old and he was 28 days shy of his 1st birthday when the children were returned. How do you get past such a tragic situation as this?
